Disaster Relief Response System : Role of NCC

Introduction  A disaster is a serious disruption, occurring over a relatively short time, of the functioning of a community or a society involving widespread human, material, economic or environmental loss and impacts, which exceeds the ability of the affected community or society to cope up using its own resources. Swiftness and magnitude of relief provided during disaster makes a huge impact on victims to enable them to cope up with pain and miseries associated with calamity. Govt resources can never be adequate to bring relief to victims in a short time. NCC cadets can play an important role in providing assistance to Govt machinery associated with disaster relief operations in providing assistance and relief to victims.

Aim     To create second tier of Disaster Relief Response System at district level involving district administration, Institutions and NCC cadets with a view to provide swift relief and care to people in distress during any calamity. This can be acheived by creating disaster relief response teams at institutions level.

Org & AOR      Disaster relief stores brick must be maintained at nominated institute level under the supervision of Associate NCC Officer (ANO). Each disaster relief team consisting  of 01 team leader & 20 cadets should have area of responsibility up 5 km radius from institute. A monitoring cell can be established at District HQ/ NCC Group HQ/ unit level. Org can be as under mentioned :-

                                                         3 X ANO & NCC Disaster Response Team

NCC Disaster Management Apparatus at District Level      NCC Disaster Management Grid should be incorporated in District Disaster Management Cell.  NCC disaster relief response system team must have a whatsapp number for instant communication. District Control have must have whatsapp number of all NCC disaster relief teams.

Composition of Team             Minimum one team can be created at each institute having NCC senior division/wing. Composition of team at institute level can be as under mentioned :-

Role     NCC disaster relief response system teams can play an important role in providing second tier relief and rescue operation during various calamities :-

(b)   Floods

(c)    Epidemic

(d)   Train accidents

(e)   Fire incidents


List of Equipment for each Disaster Relief Team    Each disaster relief team should be equipped with under mentioned stores/equipment at institute level.

Training
          NCC cadets can be imparted training in disaster management during institutional training and Annual training camps and can provide necessary asistance to administration during disaster relief operations.

Conclusion.    It is imperative that immediate steps be taken to create second tier of disaster relief response system at district level with the involvement of NCC Group HQ/NCC units, District Administration, Institutions and NCC cadets to provide swift relief and care  to people in distress in calamity. State and Central Govt can provide funds for creation of disaster relief stores brick at nominated  institutes.
