UNIFORM CIVIL CODE
1. Introduction. Article 44 says, “The State shall endeavor to secure for the citizens a uniform civil code throughout the territory of India.” India is a Democratic Republic and it is imperative that state treats its citizens alike without any discrimination on the basis of caste, creed, religion, belief, region, sex and gender. State must adopt policies which provide equal opportunities/conditions to citizens for birth, natal care, education, employment, marriage, adoption, inheritance, divorce etc.  In order to maintain peace, harmony and avoid any cultural conflict it is an absolute necessity to formulate Uniform Civil Code and implement it for people at large. Minimal concessions/privileges where ever deemed absolute necessary may be given for a specific duration as a temporary measure to bring every one at par as far as civic rights are concerned.  It would be appropriate to give UCC ID to every citizen for Govt to monitor and audit that govt sponsored benefits are being given to all citizens without any discrimination and every citizen aspires to achieve individual growth and development. 

2. Applicability. UCC should be applicable to all citizens, refugees, illegal migrants whether staying in confinement or otherwise with minimum concessions granted to scheduled tribes who are yet to be brought into mainstream for a limited period.

3. Scope. Salient aspects to be covered under Uniform Civil Code are as under mentioned:-  
(a) Prenatal Care and Birth Registration
(b) Unform Education System 
(c) Uniform Opportunities for Employment  
(d) Uniform Code for Marriage & Divorce
(e) Uniform Code for Adoption
(f) Uniform Code for Inheritance
(g) Unform Code for Care & Welfare of Aged Parents
(h) Uniform Code for Compensation in case of Loss of Life in a Disaster/Accidents

4. UCC ID. UCC number may be of 16 digits and be planned as under mentioned:
(a) First two digit - State
(b) Third to fifth digit - District
(c) Sixth to fourteenth digit - Individual No 
(d) Fifteenth digit - Religion
(e) Sixteenth digit (Letter) - Sex 
e.g. A citizen from Agra district of UP who is male and profess Hinduism can be assigned no as under mentioned:-

Therefore his UCC ID can be UCC230112345678901M  

5. Synchronization of UCC ID with Birth Certificate and Aadhaar. UCC ID must be synchronized with data to include birth registration, education, employment, marriage, children, adoption, divorce, disability (if any) and permanent residence, mobile number, PAN (if held), Voter ID, Ration Card. Format is enclosed as appx.

6. Merits. Helps Govt plan and undertake following measure for citizens:
(a) Human Resource Development
(b) Rural & Urban Infrastructure Planning
(c) Develop Heath Care system
(d) Develop Education Infrastructure
(e) Provide subsidy to eligible persons

7. Format for Data Compilation. Details for Prenatal and Birth Registration form is enclosed as appx, similarly details for other fields such as education, employment, marriage, child birth, adoption etc can be updated as and when occurring.    It must be made mandatory to update UCC ID data by all concerned every year from 01 Jan to 31 Mar positively failing which all govt benefits must be ceased.
