ADARSH GAON : A VILLAGE OF MY DREAM

VISION STATEMENT

Soul of India resides in villages, villages need to be economically, environmentally sustainable model of growth. Each village with Panchayat must have a developmental plan with standard & specific plan with a view to provide basic health care, education, employment to residents and check unnecessary migration from village to cities. This concept paper covers under mentioned aspects :-

                                                                                                    PART I

Education      

Primary education is very important for character building  and lays the foundation for a strong society. Primary & Middle level school in village must be standardized with provision of   decently furnished accommodation for a resident teacher cum Head Master and visiting teachers who may be people volunteer to teach in villages on visits on weekly/ monthly basis. Campus must have play ground with outdoor equipment for children to play and exercise. Play ground must have a standard design with provision of physical training area and sports ground with bio fencing. Each middle level school must have traffic gallery to create awareness about traffic signs and traffic discipline. There must be quotes on discipline, honesty & character displayed. One class room should me made smart class where online tutorials from school from district/sub district can be delivered. This will address the issue of shortage of teachers yet provide quality education.

 Health Care System

Community health centre with standard design made centrally by National Architecture Body with provision of  a furnished two room appt for in campus residence for med practitioner  and a small one room set for nursing assistant cum care taker. Jan Aushadhi Kendra can be leased to reputed firms to sell generic medicine at prescribed rates. Responsibility for one time annual maintenance of community health centre can be entrusted to various Corporate/NGOs  for upkeep. This will encourage & motivate med practitioner from cities to do probation for two years. Corporate/NGOs can also be entrusted to provide visiting medical practitioners to these health centres on weekly/monthly basis. Health centre must cater for three forms of medical treatment i.e Allopathic, Ayurvedic & Homeopathic.  Each village must have an open ground of the size of 100 mtrs X 100 mtrs with bio fencing  and two high beam for pull up exercise and two sets of parallel bars for hand muscle exercise. Each health centre must have a shed for isolation & quarantine purpose with capacity of 10 persons each.

Environment

Each village must be a environmentally sustainable unit with ability to tap and provide water to its population. Village Panchayat must formulate a plan to develop a water reservoir with bio fencing and proper embankment  for village population and a separate water reservoir for cattle. Village land under Panchayat should be developed for making fruit orchard for locally grown fruits with priority for Banana, Guava, Papaya, Mango & Blue berry as these fruits have immense health benefits. Each village must develop a mini Jungle with water body for animals & cattle. Panchayat must maintain census of fruit trees to enhance per capita consumption of fruit.

Economy

In order to revive village economy, all villages with population of 5000 must be provided with village haat comprising area of about 150x150 mtrs with parking space for visitors. Basic amenities like accommodation for stay, water and community kitchen can be constructed for use by villagers. Space of 10x20 sq ft can be allotted to one single family from nearby villages for four days in a month thus 48 days in a year for selling their home made products without any charges. Products can include Pickles, Ghee and mustard oil, Papad and badi, home made sweets, Gur, wooden products, iron products like tawa and kadai etc, earthen pots, organic vegetables. Haat should also have space earmarked for village delicacies and Indian beverages like Jaljeera, Sugarcane juice, Pana, Kaanji, Fruit juice, Nariyal paani etc. These haat must be functional through out the year and space must be allotted for selling home made products with out any brand name. Quality control mechanism can be made by FSSAI or any concerned organization. This must be strictly for home made products without levying any tax. This will provide assured monthly income to many village households. A nominal entry fee of Rs  5/- per person can be levied for visitors which can be utilized for maint of the area through a coop society. This will provide a platform for villagers who have traditional knowledge of various crafts and cooking skills and visitors to buy product without any harmful preservatives / chemicals. Once established this system can provide livelihood to many village  families all over country through out the year. This will help people from urban areas to get fresh locally made products. 

Similar haats can be established at District/Town/Block level to afford an opportunity to other villagers and can be developed in such a manner so as to promote  eco tourism. This will generate rural income without involving any middle man and thus check influx towards cities. Village Panchayat can earmark land for the purpose.

Agri & Eco Tourism : Project Gaushala

A Gaushala comprising 50 cows will be organized in an area of 2 acres and will consists of following elements :-

                (a)          Cow Shed with water pit & fodder panes

                (b)          Grazing area

                (c)           Fodder farm

                (d)          Organic farms for vegetable

                (e)          Fruit Orchards

                (f)           Bio gas plant

                (g)          Organic manure pits (dry)

                (h)          Organic manure pits (wet)

                (h)          Potter Workshop

              (j)           Sell outlets for Milk & Milk products, Organic vegetables, Organic fruits, Potter shop

Manpower.

                (a)          In charge cum Acct keeper cum care taker

                (b)          Horticulturist cum care taker

                (c)           Milk shopkeeper cum care taker

                (d)          Potter cum care taker

                (e)          Assistant

    (f)          Volunteers

Marketing Aspects.        Gaushala should be co located with village haat where customer from neighboring towns can come for purchase of local products  and also visit Gaushala to acquaint new generation with means of sustainable living and an insight into village life.

                (a)          Visitor Fee.        A nominal visitor fee of Rs one per person for two hours.

                (b)          Parking Charges.      Rs Ten for four wheeler & Rs Five for two wheeler

                (c)           Sale of Products.      Sell of milk & milk products, vegetables, fruits & earthen pots

                (d)          Sale of Fodder          Visitor can be encouraged to offer fodder to cows at a nominal charge of Rs five.

Operations         Gaushala can be opened for public visit from 1200 hrs to 1800 hrs daily.  Visit time for a visitor should be two hours only. A model Gaushala can be developed at any village, block or tehsil headquarters and can be run under Village Panchayat, land for gaushala can be allotted by Village Panchayat. Huts using natural material may be constructed for tourist to stay and this can generate income for village panchayat. A web site for promotion of Agri & Eco tourism can be developed for awareness and assistance to tourists who wish to visit and experience rural & natural life.

PART II

Development Plan, The Path Ahead

Supervision.   Govt has large number of retired public servants and volunteers who are willing to serve society. An infrastructure must be created in each village for one such volunteer veteran  to stay  on two year rotation basis in village with out any pay & remuneration on contractual basis with specific charter to help develop and sustain the growth model of village and advice Panchayat to plan and execute actions for development of village. A small house furnished and maintained with support from Corporate/NGOs can be constructed in each village. A digital Village Population Register must be opened for all villages and development plan must be updated periodically based on population growth.

Shram Dan.   All school students must join NSS and contribute towards maint of Community Health Center and Primary & Middle School in each village, similarly NCC  units must adopt one village and organize camp in village on rotation basis so as to create awareness and also contribute towards maintenance  of water bodies, community health center and schools.
